does the CPU come with the heat sink for use in a server I have a dell r710?

From my recollection it did not. The bare-bones Supermicro case I got from Newegg did come with heat sinks. Most servers have specific requirements for the space and location of the heat sinks which is why they usually come with the case. Desktop cases have more room, usually, and can except a wider variety of heat sinks.

It will NOT. The wattage is too high. The 2950 series servers were designed for standard or low powered processors.

hard drive and ram recomendations?

Usuall RAID array with three or more enterprise hard drives. Ram depends on OS. windows Server needs 4GB ram but 8 GB RAM recommend.
