Can the rear panel of the cabinet be completely opened? I cannot see any screw.

No, but it does have knock outs for the cable to feed in on top, bottom and back. The sides come off to allow access. When punching down my cat 5 patch cable, I put it in backwards (block side out) and punched it down, then turned it RJ45 out to use. Worked good.
