Question 1

The description says it comes with a monitor but I don't see any specs on the monitor.  Is this true?

There is no monitor included.  It does have HDMI and VGA outputs.  The HDMI will let you use any recent TV as a monitor.  However a word of caution.  This system comes with Windows 8.1, which required placing the mouse at the far right of the screen.  Most TV monitors turn these pixels off.  Double check the monitor you are using and be prepared to enter it's setup and change the display.
Another word of caution.  This system does not have the power to play Bluray disks to a 4K TV.  The output is spotty with missing sound.  It works on 1080p displays.

It is 3rd generation Intel processor. So the integrated graphics is not very power but enough to play some games.
