Does it come with cables?

Yes.  I believe it only came with a standard cable not a digital.  It came in a box that could have fit five of these monitors and had one layer of bubble wrap.  I was pretty shocked.  No original boxes or paperwork.  With that said it works just fine so I am not complaining.

What are the dimensions of the monitor without the base?

It is  perfect 19 inches and a very good monitor if you do not want a giant screen taking up room. Excellent buy.

The height of the monitor from the table surface is 14-7/8" (38 cm) in the down position. It is 17-3/4" (45 cm) when fully extended up.
