decent for gaming?

Depends what type of games. I upgrade the power supply, ram and hard drive. It was kind of slow, 4GB of ram wasn't cutting it. I upgrade to 16GB of ram which I had lying around. I believe the hard drive wasnt functioning correctly so I replaced it with a Western Digital Black 160GB and it ran way better. Overall no straight out the box not decent for gaming. A couple upgrades and you will be good for gaming.

is this really an i5?

This is an i5-2400.  I ran through a full system check when I received including CPUID to verify everything.  Keep in mind that i5's since the 2xxx series have gotten faster, higher IPC, etc. so an i5-6500 will generally execute tasks quicker.

Can I connect 2 monitors to this machine easily?

There is a VGA and a DP (Displayport) connection on the port array.  I think dual monitor support is automatic, but you have to have a special cable that is DP to DP/HDMI/DVI, etc.  On both of these I Lenovo towers I purchased, I don't use the integrated graphics solution, but rather gaming graphics cards.

In Windows, I think DP has to be primary, with VGA as secondary, or vice versa, don't remember.

How are the PCIe x1 and PCIe x16 slots configured? I'm thinking of using this as a dedicated streaming system, but I will need to add a capture card and GPU.

Looking from the CPU fan down to the bottom of the case, the order is PCIe x16, PCEIe x1, PCI, PCI.  If you have an add-in GPU that is 'double height' you will cover the x1 slot.
