Yes it has one inside the back cover.

will it work with AT@T? have sim card.

Yes we are with AT&T and it works fine

will this phone work with At&t service provider?

Yes it will. My daughter lost her phone and I bought this one as a replacement. I took it to an AT&T store and they gave me a new SIM card and activated it at no charge.

Is it new? And does it have a charger?

I bought two of these as first phones for my daughters back in 2013. At that time the they were new, and I believe they came with a charging cable but no charger. You could charge by plugging the cable into a computer's USB port, or another charger with a USB plug for the cable.
