Can i use this switch as 8 port poe + 8 port standard?

Yes, 8 of the ports can be used to power PoE devices and the the others 8 ports can be used for networking. The 8 PoE ports can be used for networking as well if you don't have powered devices plugged in.

is this switch fanless?

It does not seem to have fan. I keep it in a cool place hung up on a wall in my room and it does not seem to get warm at all. Great switch, well worth the price.

How to configure this switch in the supported protocols like LAG if there is no webinterface?

This is an Unmanaged Switch, meaning there is no configuration. It is "dumb"
