Does this Switch includes a fan or is it completely passive and silent? Thanks.

This router is silent. Its all steel shell helps to keep it very cool, and very durable. I have had nothing but success with these.

As long as the router and the switch are connected to each other band one of the two is connected to the modem, yes. I've had better results with modem > router > switch(es) > other wired device(s).
