does this refurb unit come with the receiver?

Yes. It comes with everything you need except the packaging. However, the envelope is so poor that I suspect it may be one of the reasons why mine didn't work very well. If you get one, make sure you send it back BEFORE your 30 days are up or you won't get your refund. I'm out the full amount because I waited 45 days. Remember, the warranty period is different on refurb items.
