Is the USB dongle transmitter included with this refurbished unit?

It was NOT included with mine. It uses the Logitech Unifying system, which is really common now. I had an extra usb dongle sitting around.

On my setup (window 7) I had to download this software:

logitech (dot) com/en-us/support/unifying?section=downloads&crid=583

to use the device.

Yes, this keyboard does come with Logitech's "Unifying Receiver."

Note: You can use the UR for many other Logitech devices

Can this keyboard be used with a desktop p.c.?

Yes, but remember this is a compact (smaller) keyboard without the numeric keypad on the right. Instead you have the touch pad mouse device. 
Another possible issue is if you need to go into bios (To change boot devices or drives) before windows starts. The computer does not see this keyboard until windows boots with the wireless drivers. You will need the USB or other hardwired keyboard and mouse if you ever need to hit F3 or F10 before the windows boot up.

What is that extra USB device that is shown in the picture? Why did they include it? What does it do?

It's an extender, maybe for USB ports that are already crammed with a larger device. Or maybe it's for people who want to be able to remove it easily. (Because the dogleg is so small it's hard to grab)

does it work with windows 8 and will it work with windows 10?

I used this with Windows 7 and then upgraded to Windows 8.1 and everything works fine. Also I have had this since October 2013 and still works great.

Windows 10 has not come out yet but my guess would be that this would be supported there as well. No reason it wouldn't

Maybe someone with a Windows 10 beta or developers software would be able to answer that better.

How large is the USB dongle? I'm looking for a wireless keyboard I can use with a rugged tablet. The very small unit pictured would probably be fine but I'm not clear on the use of the larger USB unit also pictured.

It uses the Logitech unifying reciever, which has become ubiquitous across logitech products. The small one pictured is it.
The larger one is a USB extender which i never used.

does the power button on the keyboard turn on your computer remotely?

It depends on what you mean by remotely. The unified receiver in real world conditions only has about a six foot range consistently.  Also, it cannot turn power on because your USB ports don't have power when the system is off. If you enable sleep or hibernate and your motherboard supports USB power while in sleep or hibernate you could theoretically wake up the system with the keyboard if you are within six feet. Wake up only though, not power on.

Question 8

I'm setting up a gaming room with two computers.  I want to get two of these keyboards.  Will there be an issue with having both keyboards being used at the same time?  Does each keyboard operate on a different signal or would they cross over?

These operate at the same frequency, but I've never experienced any issues with three in the same household. We have one in the bedroom, one in the guest room, and one in the living room. All of which have been used at the same time and never experienced any issues or interference with the devices.

is this keyboard HID compliant ?

Yes.  My K400 uses a USB receiver that is attached directly to the computer.  The keyboard itself is a Human Interface Device (HID).

Hi Joe,
 Although I do not own a Macbook the device does not say anything about Mac BUT. I have read reviews that it does work with Snow Leppard and Lion, Little about OS X. Hope this helps.
The keyboard has not let me down it has worked with all the devices iv tried to plug it into. Samsung tv, PS3, my PC and home server.
