does come with cable  for the 4 hard drives?

Yes, if you purchase it as a "kit" it comes with the cable, but only if you purchase it as a kit.   If you order it, the cable is usually tucked away in one of the corrogated "rolls" with the packaging.  At first it'll look like there isn't a cable, but there is.   Also, I use the 9341-8i, the 9361-8i, and the 9361-8i exclusively on a lot of builds.   I would only get this card (the 9361-4i) if you planned on using it with a cache card and a battery backup.   Otherwise, I would get the 9341-8i for future expansion.   (you'd get 8 drives instead of 4).   Just offering a little extra info.

Can you use this card to boot your operating system (eg Windows 8) in raid 0?

Yes, but you have to set that up in your motherboard BIOS setup. 
Find a section called "Boot Priority" or "Boot Sequence" and select the LSI (AVAGO) MegaRAID card from the set of options as the primary boot device.  (of course you have to have installed the card in an empty pci express slot before you can choose it in BIOS)
