Yes. The laptop comes with a charger. Note that the charger also has a USB port, so you don't have to carry another USB plug to charge your phone or tablet.

Unfortunately, no SKU of the Surface Pro 3 (or any SP model) comes with a full version of Microsoft Office. Rather, it is the ARM-based Surface RT and Surface 2 (not Pro) I believe that come with office. The SKU of Office which it comes with is Office RT.

Absolutely YES.  The screen is a touch screen and Windows 10 (or 8, 8.1) have touch screen capability built in.

I am now using the Type Cover and a Bluetooth mouse with my Surface but Windows 10 also has a "Tablet" option that is optimized for a touch screen experience.

I am used to using a real keyboard and a real mouse so that is why I am using one.  Doing so is not required but if you are used to a desktop Windows computer I expect you will enjoy using a real keyboard and mouse.

Windows 10 has two "personalities" a tablet and a desktop.  Which you prefer is your choice and this option is one reason the Surface Windows 10 experience is superior to those that offer only the touch screen option.

Can I load Microsoft 2013 or 2016 Professional onto the Surface Pro 3?

What do you mean by Microsoft 2013 or 2016 ? if you mean office then the answer will be yes . You can install MS office 2013 . 2016 shall be working too but I don't have it yet. I have the office on top of win 8.1 and win 10 without any issue.

IS THE 8.1 PRO UPGRADEABLE TO WINDOWS 10 IN THIS SURFACE PRO 3?

Yes, I upgraded my SP3 from W8.1 to W10 no problem.  Search for articles by Ed Bott that tell how you may still be able to do a free upgrade.  MS specified a deadline last summer for the free upgrade but Ed says you can still upgrade and get W10 activated for free.

How do I get Windows 10 and office?

Windows 10 will come to you if you stay online long enough.  Just say YES when you are asked about upgrading to Windows 10.

Office is available in many forms and you need to do some research to decide how you want to acquire it.  I believe some tablets and maybe Surface come with a free trial period.  Your Surface will offer you a very convenient way to acquire Office once you start the Office features included with your Surface.
