How quiet is this, does it have fans etc?

There are two fans that exhaust out the back. If you run under a heavy load or in a hot environment, they are audible, but not bothersome at their default settings. At idle/lightweight use, it is pretty quiet. Meanwhile if you overclock, it quickly gets louder to compensate.

Subjectively, my PS4 is louder, and for the size/performance some noise is to be expected. If you want a more detailed analysis, Gamers Nexus did a couple videos on this device, including noise measurements.

Is this the barebones version and if so what will I have to add inorder for it to work?

You will need a m.2 SSD for storage, ddr4 SODIMM laptop memory @ 2400Mhz, and an operating system.

What else do i need to purchase to be able to use this? Do i need RAM and a hard drive? if so which ones can i use that are best?

You are correct. You will need to purchase ram, hard or solid state drive, and operating system. As for what's best, it all depends on what you plan on doing with it. There are two m.2 slots. You can place Intel optane in one of those, you could put two drives to run as raid, it you can simply go with one drive. Same goes for ram. You first need to determine what it is you are trying to accomplish. If installing Windows 10, I would not use anything less that 8gb.

In the end, I am extremely happy with this purchase!

There’s: Corel® Painter® Essentials™ 6, MAGIX Fastcut, MAGIX Movie Edit Pro Plus 2018, MAGIX Youcast, Redout Enhanced Edition, Star Trek™ Bridge Crew, Warhammer Vermintide II, World of Tanks, and a couple other downloads.  On the "Congrats!" Card that came inside the NUC box there's a link to Intel's Starterpack website.  You’ll enter the serial number of your NUC then get asked a few questions in the process of getting all of the software.  If you’ve already been to that link for the “Get in the Game” card/e-mail, you’ll need to clear your web browsers cache and cookies before it will take the serial number of the NUC.

would this be good for a living room vr setup? it seems like the io is pretty lacking for running a htc vive or the new valve index. but it says its vr ready so maybe its enough.

I am currently running an Oculus Rift on this system with no issues at all.  I use my Oculus Rift with 4 sensor, and connect the system to a local monitor.  I do use a wireless keyboard mouse combo when using my Oculus Rift due to running low on USB ports, but it all seems to work!

Does anyone use this for EMBY Theater Client (win10 pro)?  Will it play your 4k movies from EMBY SERVER nas or WS?  I ask as I have the previous version and it will not play 4k video and it will be primarily used as a htpc.

It should play it, because this GPU from AMD is pretty close to the GTX 1060 in performance.

2. There is neither RAM nor SSD in the product as shipped by Intel.
There is also no OS as shipped.
