If I use this with a standard 7200 rpm HDD with the Octane module, will this function similarly in speed to just using an SSD? I'm not talking IOPS speed, but rather perceived speed from the user.

It really depends on what the user is doing. Those requiring a lot of disk swapping will notice, those using in a normal fashion are fine. Great little computer. Working well as a server

Can you add an m.2 drive to the configuration with the 16gb optane, or will i need to go the SSD route?

You need the SSD since the optane takes the m.2 slot.

Question 3

It comes with 16GB Intel Optane Memory M.2 module pre-installed, can I install another  DDR4-2133 SO-DIMM Memory ?

You will have to.  The Optane Memory module is not RAM it is NVRAM (storage).

Yes.  The processor is preinstalled.  You will need to bring your own RAM, hdd or ssd, and OS.
