can you use this on a PC?

Yes, I use this with my PC and the other HDMI cord goes to my Xbox one. I can switch between the two feeds without having to swap cables. One thing this thing will do, is it will automatically switch if it detects a new input, so if I turn the Xbox on while my PC is running it switches to the Xbox.
