I can't tell does the ear piece go in the ear canel or just outside?

Outside your ear. The half-circle part goes around the back of your ear. It's fairly good at staying in place.

My was brand new - not refurbished. I have been using it since my purchase in November 2013 without any issues.

The Motorola H730 Bluetooth Headset w/Advance Multipoint/Dual Microphone/Noise Reduction usually works well with most mobile phones.

When you flip the arm, does it answer and hang up the call?

If you have bluetooth enabled on your phone and the heaset is paired but not connected (arm closed), when you get a call  and open the arm the headset will connect and automatically answer the call. And when it is on and connected, to answer a call you press the gray/silver button. When you're in a call if you close the arm it will only disconnect the headset you have to press the gray/silver button to end the call before disconnecting.

What is the difference between the Motorola bluetooth H720 and the H730?

Not much (beside price) in our experience. The noise canceling is bad on both. We like the boom and overear the best. The “boom” saves battery life as you don’t need it on your ear (and on) when not using. The earpiece can power up/sync quickly.

can this headset connect to pandora or GPS  on your phone? I don't see that it says anything about music on the box or in the booklet...

This headset does not support any audio or music playback, only phone calls and voice over.

Is this device compatible with a Cisco IP Phone 7965 which is a land based phone?

If the Cisco IP Phone 7965 has Bluetooth capabilities, the Motorola H730 Bluetooth Headset should work just fine.  However, I have not attempted to use it in this capacity.
