Does this motherboard support 64bit operating systems?

Yes, It does. I ordered it a few months ago and Ive been running Windows 8.1 Enterprise. I have had some crashes, Due to Kernal data errors. But I want to blame that on my low ram or because Im running a free version of windows. Its a solid motherboard for the price. Sorry for the long winded answer. Cheers!

will this board support an AMD Athlon II x2 CPU?

yes it should, but since there are different kinds of AMD Athlon II X2 CPUs, just check the description or title and if it has socket FM2 or FM2+ then it will work. But if not then the motherboard is not compatible. Most likely though its FM2 because I just checked so you should be fine.

No, it does not require a videocard but it may be necessary depending on your usage.  I purchased it as a bundle to setup as a cheap system for my parents and it has been running for some time with only the onboard video.

If you equip this with a compatible A-Series processor then you will be able to use the onboard VGA/HDMI ports without a desecrate graphics card. However if this motherboard is used with a FM2 processor like the Athlon then a graphics card will be required.

my power supply has a 20 pin plug. will I have to use a 24 pin adaptor cable ?

Yes you can. But recommended to upgrade to a 24 pin power supply. Depending on your build for the wattage. A 500 or 550 will allow room for system expansion.

what type of fan does this support? nd/or whats a fan compatible that is capible of cooling an amd at 3.8 ghz?

I just used the fan that came with my processor. It kept the processor cool and didn't make a lot of noise.

Will the HDMI output HD audio? At least 5.1 or better?

I believe so.  Supposed to have 8 channel capability.  Although I'm using HDMI for both video & audio, I built this system for use on a Linux work station.  I don't have a need for multi-channel sound on my system.

Yes you will have to buy a WiFi card  for this Motherboard PCI Express x1 is what you will need.
