Can this PSU handle a high-end graphics card such as the 5080?

I would assume so. I’m running this with a 5070 and it works great. I havent tried doing any overclocking and i am using a low tier surge protector, but i dont see why it couldnt run a 5080 as long as the wattage is enough for your build
