I Currently have a EVGA Geforce gtx 480, this just died, would this be slightly comparable for a cheaper version of that card?

It’s not comparable to the 480. It’s a great little card for casual 1080p gaming but anything beyond that you’ll have to turn the graphics way down. I’d recommend you get a gtx 1050. It’s a better value for the money in my opinion.

Question 2

How load is the fan? does the card have a 0 dB mode? Did someone try to do a custom fan curve in MSI afterburner?

In my particular rig, it's not audible. I have five case fans which are not loud either. The 1030 that I recieved runs really cool and have never heard fan even under stress when using benchmark or torture tests.

Question 3

Would this be considered a "rear blower" card, or does most of the heat come out off of the top of the fan?

Most of the heat is out on the top yes, providing that the card has good airflow to do so

will this work with vr?

Unfortunately not. You’ll need at least a GTX 1060 or an RX 580 if you’d like to play VR. The 1030 is a very entry level card.

Question 5

How will this card perform if installed in a PCIe 2.0 card slot, i.e will it meet full specs?  My PC is a Core i5 with 16GB of RAM manufactured in early 2012.

It's backward compatible.  Mine's installed in a 2.0 slot and it works fine.
