Yes. The regular edition supports 2410 MHz normally and 2635 MHz boost. The OC edition of this card supports 2447 MHz normally and 2669 MHz boosted.

No, it's a great graphics card for the price though.

minimal requirements for psu??

The website techpowerup suggests that power draw from the video card alone is 176 W maximum. But the PSU you will need, of course, depends on your other hardware as well. AMD's website recommends you have an at least 500 W PSU. Personally, my build has a 600 W PSU.
