If my phone does not have a wifi connection can I still view and just use my phone data?

Yes. It needs internet connectivity to Nest to see the recording. As I understand it, all video are recorded and uploaded to the company. When you stream, you are going through them and not from your own nest.

At what distance can facial details like eyes, eyebrow, tatoo, mole be recorded; and how well into 10-day archiving period can an archived image be stored/ archived for long term as in situations when it is evidence for legal proceedings?

Daytime mode, you can get very good details like that up to 20 feet away. Night mode will result in much less detail - existence of tattoo or mole could be maybe 10-15 feet away, but what it actually looks like will need to be up close for any detail (5 feet). The camera doesn't store anything unless you pay $10 per month for their cloud storage. At that point you get 30 days of storage. You can easily download video clips or images to your phone or computer at any point in that 30 days window. It even has a time lapse feature which will combine an entire day of activity into a 30 second to 2 minute video.

As an added point. The camera offers 720p and 1080p mode, but comes with 720p as default. If you are concerned with detail like you mentioned, change this setting right away to 1080p. The camera will get very hot so keep it away from heat sensitive items... in addition, it will use quite a bit more internet bandwidth over the course of a month on 1080p mode (while it sends video to its cloud).

Is it viewable from a computer web browser or only from a smart phone app?

Some cameras have a problem at night when the IR LEDS light up when the camera is put against a window - the IR reflects off the window back into the camera and makes the images very difficult to see. How is the Nest in that regard?

Nest has the same issue.  If you some light in the area and turn off night vision setting, then the images are better.
