Does the rack mount kit work in a standard 19" rack?

Yes, I believe so. It is a 1U box, and is standard 19" x like 1 5/8". I have it mounted in my standard rack. Hope this helps.

Do you need the PC Configuration Utility to do the initial set up and firmware updates?

It is not required to use the configuration utility after initial configuration, everything can be done via the web console. I don't recall if it is required to do the initial configuration or not.

Nope, this switch is not POE..it is however a great switch..model GSM7224P will give you all POE

Does this work with POE cameras? if so is it just first 12 ports or all ports?

There are no POE ports on this device.  This is just a gigabit switch with management from a web front end.

While this may sound like a stupid way to see if there are POE ports on a device, Netgear labels the POE ports with a yellow marking on the front near the switch port.  These switches are examples...  GS728TPP & GS110TP-200NAS

search for Netgear POE in newegg's search site to find all the Netgear POE switches.  POE switches will also tell you what the overall POE Wattage rating is, as well as the number of POE ports.  Good luck!
