It connects directly to your tablet, all you need is to have your wifi on. No modem or internet required.

Can I connect the controller to my PC and use it as a wireless gamepad when its not connected to the Shield Tablet?

No. The Shield wireless controller uses Wifi-Direct to connect to the tablet. No PC that I am aware of has this feature. Even if yours does, it is unlikely for there to be driver support. There may be future updates though. Remote Gamestream was only added to the Shield Portable in April.

does this work with android games? like would I be able to play terraria with this controller?

Yes it will. The Shield Tablet also has what they call "GameMapper" software that you can use to map the buttons on the controller to the buttons on the screen. Also nVidia's GameMapper will recognize a lot of game and auto map the buttons for you.

I just tried to install it to check for you.  Unfortunately, it appears that the game is incompatible with the Shield Tablet at this time.

No.  The Shield wireless controller uses WiFi direct so would not be compatible with other Android tablets.
