I'm not familiar with that motherboard but it is compatible with the Ryzen 7 2700 (which is the processor I have, paired with this RAM).

will this work with an r7 2700 and asrock x570 phantom gaming 4?

It worked with my 2700x on an Asus Crosshair VI, so as long as your mobo lists 3000 DDR4 as compat. it should work!

Question 3

My sticks are marked as 3000MHz and I set them for that at 1.350V in the BIOS but task manager says they're only running at 1500MHz. Did I get the wrong sticks or did I do something wrong?

I think you may be using something like CPUz.  If so, that is DDR memory meaning DOUBLE DATA Rate.  1500Mhz x 2 = 3000Mhz that may be your reason for seeing what you are seeing.  If not then maybe your processor which typically contains the memory controller onboard is not capable of those speeds.  1 of those will likely be the reason you see the 1500 mhz. I suspect this is DDR4 which did typically start at 2400mhz.  1500mhz is more of a DDR3 speed, and I think that even would have been 1600 unless some over or underclocking is involved.  Hope this helps.

CPU-z reports these as single rank dimms. They do input and output through separate lines. So that mem can output to vid, or cpu and visa versa.
