how effective is the flash?

POS!!!  Don't buy this camera. Way to complicated for a point and shoot camera.  Nothing but blurry photos.  Finally got it set right, but went back to default settings after turning it off. Can't remember which setting it was that stopped it.  Thru it in the drawer and bought a $700 brand that starts with a C.  Much easier to operate.

Olympus LI-50B 2.7V, 925mAh

The physical dimensions appear to be specific to either this camera or Olympus cameras - I had a Nikon battery from another point and shoot and it does not fit inside this one.  Disclaimer:  I'm fairly ignorant.

It looks like you can get a replacement online (link above) for about 15 bucks.  I included the link but NewEgg wouldn't allow me to publish it.  Bastards!

The display size is 2 6/16 x 1 3/4. I measured not the glass size, but the area within on which the picture appear.

Will camera accept filters?

No.  It's not that kind of camera.  You are thinking SLR.  The lens retracts flush with the body when you turn it off  and a small lens cover closes to keep the dust out.  You do have manual adjustments but it is so automatic and takes such good pictures why bother.  If you want to get that specialized get an SLR.

to be technically correct I'll give you the specifications on the lens itself; "24x wide optical zoom ED 4.5 -108.0mm  1:3.0-6.9"     I've owned this camera for a few months now,but I haven't done a lot of shooting with it . the pictures that I have taken were nice, but nothing amazing, and to be honest I wasn't expecting anything more than a nice point and shoot camera. If I had more time to learn and study the features and finer points then I'am certain this would be a much better product than I 'am currently describing now.

Does this Camera have Manual Focus, in addition to the Auto Focus feature?

I bought this camera a couple of weeks ago, and I haven't seen any way to make it manually focus.

There is a way to make the settings "manual" but that's more for choosing the preconfigured profile (like scenery, sports, portrait, flash, etc.).

It's a point-and-shoot at heart, and a pretty good one.  If you want manual focus, I would look elsewhere.

How long does it take to open it up and take a picture, or, turn it on and take a picture; time between pictures?

After pushing the power button you can take a picture after about two or  three seconds. When the camera is on there is about one second between pictures every time you push the button. And I think ( I'm not sure) but it may also have the feature ware you can hold the button down and it will take a stream of pictures very quickly for action sequences. for this you must check your owners manual.

What is the resolution of the photos that this camera takes? What compression formats does this camera use to store the photos?

From 640x480 up to 4288x3216. Keep in mind that while high MP seems like a good idea it does have its drawbacks.

If I'm not mistaken it shoots JPEG's

i have this camera but somehow i deleted how to download pictures
 I used to plug the camera in and the pictures would automatically download now i plug it in i hear the sound but nothing happens I really need to get it fixed and cant find the book or box help?

Offhand, I don't know the answer to your problem but the manual is available for download at the manufacturer's website. Newegg does not allow me to post any direct links but the manual is easy to get to. Go to the OlympusAmerica-dot-com website (I can't write out the website name properly but hopefully you'll know what I mean) and type SZ-14 into the Search box. You will then see a link for the "SZ-14 > Product manuals".  If all else fails, try removing the SD memory card from the bottom of the camera and put it into the card reader of our laptop (most laptops have a card reader as well as some desktops).
