Are these re-writable? I purchased this brand and it's dvd+r DL but it has an RW up top. Very confusing.

They are not rewritable. Apparently they use the logo from the drives on all disc packaging now. You have to look strictly at the description on the site to determine if it's rw.

Why would a quality DVD, run at manufacturer's specifications, have any failure rate?

Nothing in this life is absolutely 100% perfect... except maybe death and taxes.  That having been said, these specific disks seem to me to be very good quality.  I burn then at either 4x or 6x (i.e. slightly below the maximum rated speed) using a modern burner and Imgburn freeware, and then do the verify pass afterwards.... WHICH EVERYONE REALLY SHOULD DO. So far I seem to get at most one (1) failed disk per 50 pack with these, which is not bad at all.

Will this disc store video images when burning a dvd  movie that require 8.5 gb of space?

No, as that 8.5GB total is actually 8,500,000,000 bytes. That divided by 1024 3 times gives the actual GB total which is smaller than 8.5GB. The actual GB are @7.92GB.

Are the tops of the DVD's shiny or can they be written on with a sharpie pen?

They are shiny. Sharpies work very well on them, it's what I use.

Wat is the disc diameter? 120mm?

It is the standard disc size, the same as cd and dvd discs.
