Question 1

I fully note the specifications indicate this device is designed for a 3 1/2" HDD but is there any reason why it wouldn't accommodate a SSD (2 1/2") drive as well without any modifications to the device?

You'd have to find a way to physically secure the 2.5" drive. Electronically, it'll work.

The 3.5" drive "floats" inside the enclosure, but because the enclosure was designed for a 3.5 drive, it's snug enough when the cover is slid on, to keep the 3.5" drive from moving around.

So the encloser will basically make the 3.5 drive turn into a usb storage, i just want to make sure before i buy something i don't need?

The 3.5 drive has to have a SATA input. Once installed, you can access it by connecting a USB 3.0 (or 2.0) cable to your PC or laptop. Good for storing backups, extra large files, etc.

Is the ac adapter necassary with a 3.5 drive?

Definitely.  3.5" drives are powered by 12vdc.  USB only provides 5vdc.

Is this drive enclosure compatible with windows 10?

I’ve been using this enclosure with Win10 for at least a year and have never had any issues. In my setup, this product connects a seagate hybrid SSHD (ST2000DX001) to a large desktop workstation, and that combo has always been completely stable and reliable in my experience (originally with win8.1 and currently with win10).

I'm thinking about using this on a raspberry pi to expand the storage. ( I already have a 3.5 in HDD) Would it work? I am using the latest version of Raspbian Pixel.

Since you can use raspbian jessie based on debian it should present no trouble whatsoever.
I even believe there is a how-to around somewhere on using the PI and a unit like this with owncloud to create your own cloud storage for yourself.

Yes. It comes with an AC Adapter, a USB 3.0 data cable (approx. 3ft long) and a small instruction pamphlet.

Why do the specifications say 2.5 amp but the ac/dc converter is 2.0 amp? Is that why I am having trouble?

I believe the amp spec is referring to the SORCE requirement. Amp specs are normally double of what is actually used. If you haven't already, try another known good drive to see if you get the same problems. As long as your not blowing fuses, or tripping power supplies, and lights aren't dimming, the amperages should be fine. I've had no problems with mine.
