Can disks of identical size be cloned? (4TB -> 4TB) Or must the target actually be larger ?

I have used this device to successfully clone two drives (ntfs and ext4). In both cases, the source and target drives were exactly the same size. In my experience, you absolutely cannot clone a source drive to a smaller target drive, regardless of partition sizes. If you attempt to do this, the device will beep loudly and the drive access light will be red as soon as you turn the device on with the switch in the Clone position. If you then push the Start button, nothing will happen.

Question 2

Can this clone a drive to another drive of a different size, with HFS+ filesystem, and still boot from it?

The clone is a bit-for-bit exact copy of the source drive. It will work so long as the destination drive is the same size or larger than the source drive.  I have never cloned a drive with HFS+ filesystem, but I have used this device to clone ntfs (Win10) and ext4 (Linux) and both clones booted perfectly; can't see a reason why HFS+ would not be equally successful. Be aware that cloning to a larger destination drive will result in the extra space being unformatted and unpartitioned, so you will need to use a tool to expand the existing partition in order to access the entire drive.
