Question 1

Does this have any place to attach a small padlock or cable tie?  The pictures would suggest no.

Yes, There are places for two small locks on the side of each latch. I do not know why they are not in the image. I have mine secured with two small combination locks (travel/ TSA type). Cable ties would also work. I’ve been very happy. The only issue is the HDD slots are a tight fit — it will only fit a bare HDD with no static/ waterproof bag. However, that also means the disks are not loose and bouncing around during transit.

Question 2

Will the 20-bay 3.5" case work for 3.5" hard drives connected to tray caddy's (hot swap trays).  Our caddy's add about 1/16" to each side, which might not be a problem, but add about 1-1/4" to the top so the total length will make it 7-1/8" instead of the just under 6" for the native HD.  The outside dimension shows 7.6" for height, which includes the thickness of the case, so will the 7.15" fit, maybe without the top padding or a thinner one?

I have bought this case couple month back. Pretty good quality. I do not think it will work for width in your case. Height also a close call. The Styrofoam slots are pretty tight for 3.5". I had some drives with holding screws on the side and had to remove the screws for drives to fit into slots. Case is rock solid, bit if you need to fit caddys you would need to cut larger openings in Styrofoam yourself.

Does this case offer anti-static protection? Description on Amazon suggests it does but I dont see it listed anywhere else.
