Does this come with a charger?

It comes with a proprietary USB cable that's about six inches long. You can plug it into your computer or into a USB wall socket adapter. It seems to be compatible with all of them. I've used an Apple iPod wall charger, a Dell branded one, and a Verizon branded one.

Is this a used fitbit?

No ... not as useful as a fitbit.
