4 dip switches on the front panel:
SNR noise margin - 6 dB for especially good connections, or 9 dB to not cut out signal on suboptimal connections
SYM/ASYM - Symmetric mode is optimal for VoIP networks, asymmetric mode where upload bandwidth can be sacrificed for download speed
30a/17a - Chooses the frequency band for operation (30a is high-speed mode, 17a is long-reach mode)
OT/RT - Chooses role of device, each device should be set to opposite role (OT is CE or sender, RT is CPE or receiver)

It's always a good idea to do a setup in a test environment, connecting devices with a short cable, connecting the sender to the signal source and the receiver to a laptop to verify that the parameters are right and that the laptop has a connection

Connect receiver w/ the long cable to see if they are faulty. Then, narrow down and test possible faults, individually with every device in your Ethernet network, replacing the simple network configuration with your real network devices one at a time
Is it wireless? Can I use phone lines to connect the two devices?
The device only extends the connection, and does not transmit it wirelessly. The sender and receiver still need to be connected. Yes, you can use phone lines to connect the two devices, the VDSL ports on the devices are compatible with phone cables.
How to power the device? Can it be powered with PoE
The device can be powered via PoE, but it cannot transmit the PoE power downstream
