Does this cable allow you to run a hard drive externally?

Yes, but in order to use the drive in Microsoft Windows you need to initialize the drive so it can be seen with the Operating System. This involves telling the OS how to format the drive and the desired drive letter. Google how to initialize an SSD in the OS you want to connect it to, for the proper procedure.
