Question 1

what do they mean by LGA 2011-3 or LGA 2011 V3 Socket I am confused? as I want to get an Intel 5960K Core I7 Process and have no idea if there is dual sockets for it.

I'm not an expert but I"ll tell you what I do know. LGA 2011-3 (aka LGA 2011 V3) is the latest verson of the LGA 2011 socket. It took me 3-4 weeks to build my server because of the differences between the two.  There is little documentation on the net about it. I don't know if your I7 Processor is compatible with it but I would make absolutely certain it is before purchasing. I say this because I had compatibility issues with mine and Gigabyte support took two weeks of emails to resolve. (Also, it turned out my Gigabyte MU70-SU0 was Dead On Arrival)  For what it's worth, I would not recommend Gigabyte because of their support.

Question 2

Will I be able to install Windows 10 on this board, or do I need one of the Windows Server variants?

Yes.  Originally I had a similar question and the response I got directly from Gigabyte was that W8.1 shared the same kernel as the Server variants.  I am currently running W8.1 x64 with this board.  I did briefly try W10 with no issues but I reverted back as I preferred W8.1.  Ensure you run the support drivers and files to ensure the Device Manager is clear of issues from the Gigabyte support website.

I am building a new server, I am intending on using the Xeon LGA2011-3 E5-2680V3, what memory speeds does the ddr4 support ?

RDIMM and LRDIMM are the ONLY RAM that will work on this motherboard using a xeon E5-26xx chipset.
