What does it mean, "Dedicated LGA1700 mounting bracket required"?? Is this included, and if not, (a) why not; (b) what is a suitable part to buy?

The bracket is not needed when using a stock Intel cooler, if provided to you when you buy your CPU. This bracket is to secure a third party CPU cooler to the board. If you buy a third party CPU cooler like CoolerMaster, Corsair, etc, they will usually include a LGA1700 mounting bracket. I haven't really seen a brand that doesn't. Just make sure the cooler is LGA1700 compatible if you decide to buy one.

Will it work with a pcie 3.0 video card GTX - 970 ?

Yes, it will work with a PCIe 3.0 video card like the GTX 970.
