Question 1

What's the setup menu like?   Is there any fine adjustment ability for the height and width of the display on the screen?    Or is it hopelessly dumbed down to a few "modes" like on my otherwise good looking current monitor that cuts off the top, bottom, left, and right; which means that I can't read what doesn't show up on the screen?

It's pretty dumbed-down.  It works great for things like PS3 or Chromecasts or Satellite TV or whatever, but it doesn't really pass muster as a computer monitor.

I have it set up as a dual screen for my laptop sometimes, and I was able to tweak the video settings from my laptop to make it all fit nice, so it's not impossible - it just doesn't have those controls in the options.

Final notes: Really good for TV functions, not so good for PC use.  My only complaint is that I wish it had more HDMI ports, but whatever.  It sits in my spare room anyway.

it says coaxial out. does it have a coaxial in?

It has one spot for coax. I'm not sure what you're looking to do, but we use the coaxial for FIOS input, and it works great! We really love this monitor/tv. It has great resolution, built-in speakers are adequate (actually quite good for built-in), and is super easy to instal and use. I WOULD like a physical on/off switch (or a different placement if there is one..), otherwise it's awesome for our needs.

Is a VGA cable included ?

No, a VGA cable is not included. The only included cable is the power cable which if I remember correctly is about five feet long.

We purchased an HDMI cable for my wife's new PC to hook this up, I recommend that setup for best picture clarity. But a VGA cable should be fairly cheap to come by either here or in your local electronics store.

How wide and high is it?

The physical measurements of the 24" Seiki are:

22 1/2" long/wide
15 1/2" high with the included stand
13 1/2" high without the stand (you'd have to wall mount it w/o the stand)

Question 5

I am in a dorm room and I have tried to hook up cable but when it runs the channel scan it doesn't find any channels and I haven't been able to watch tv yet, just gaming systems. Does anyone know to fix this?

I had similar experience in a dorm and turns out it was related to the cable-company.  After the cable company reset their system, everything worked.  Sometimes the remote turns on the TV but not the cable-box which will cause the same problem.  Also, finding the right frequency for the remote control was tricky so you'll have to consult the manual and be very patient.

want something for my RV that's small and will be able to hook up with my Dish network system?  Will this TV handle that?

I installed the TV in a room, it's stationary, with the cable.  A dish system may be feasible, but consult the manual/vendor to see if there is compatible connection ports for your system.  As for the TV itself it is no different than any other flat-screen TV so it's not robust by itself to handle major bumps.  You will need to consider extra support/rack that can tolerate the bumps that is typically present while driving in the road.  So far the TV is working great and I have no particular negative review, only positive specially on the price.
