It appears that the entire disc, except for the hub and a very small rim at the outer edge, is usable.  As the specs show, there is about 700MB that can be used.  
I'm not sure just what you are asking, though.  Are concerned about how much of the disc is covered by data?  Possibly because of where a scratch or some such damage might occur and cause loss of some of the info?  Yes, almost all of the disc from the little rim on the outer edge, all the way to the hub area, which will be clear or a different color, is usable space.  (This is just my opinion, but almost certain it is right.)
