Can this be used for a 7 inch tablet with these dimensions?
7.80 x 0.42 x 4.70 inches

The adapter is meant to hold an iPad in landscape orientation with an elastic strap and plastic hook that fits over the top of the bezel. The iPad is a little over 7.25" in this configuration. I'm not sure this strap would stretch enough to fit your 7" tablet in portrait orientation or if it would, it might put a dangerous amount of pressure on it. However, the adapter also has some extremely sticky adhesive pads that adhere to the back of the device and would probably suffice to secure it without the strap but I would expect these would wear out after a while (I don't use them). I would say if you have the money to burn you might want to try it but no guarantees. I will say I'm extremely pleased with it for my iPad on my elliptical.

Please explain what it is and is there a picture that shows how it works with an iPad?

It is a stand/hanger for a tablet.  I use it as a stand at work and a hanger on my treadmill and stationary bike.  The black thing at the top middle is a stretch fabric with a wide plastic hook that holds the tablet firmly in place.  I do not know how it would work on a iPad.
