Based on the fact that the Inspiron line of Dell computers is just a more economically made (ie cheaper) line of computers parallel to the Latitude class,  I don't know why it wouldn't work.  They are both based on the same architecture.  That being said, I've not owned any Inspiron systems, only Latitudes.

Additionally, I  know that different models of Latitudes (D600, D610, D620) etc. used different models of memory.  This particular model of memory was purchased to put in a Dell D620 which was one of the first Dual Core systems.  If the 1720 is comparable with the D620 it should work.  If it is comparable to another model then it might not.

I only have room for one stick is a single larger gig stick available?

I'm not 100% certain but I believe this goes up to a 4Gig stick.  I know it won't go any higher than that because the systems that were made for this memory topped out at 4Gig.

How to install in 5 year old Compaq laptop?

1. Go to HP Home Page (They own all old Compaq support).

2. Go to Support Section

3. Enter your Model number from sticker on bottom of lap top.

4. Look for User or Service Manual for your laptop (make sure you follow directions).  Some older models will accept the memory but motherboard will only "allow" 3.87 Gb.

5. Most models are the same BUT FOLLOW YOUR MANUAL.  One of the panels on bottom of laptop covers the memory.  REMOVE BATTERY AND POWER BEFORE DOING ANYTHING.

6. Open the proper panel and should be spring tabs on each side of memory stick.  Usually you will remove TOP stick first.  Just un-clip side tabs and GENTLY lift stick up and then out.  Repeat for other stick.

7. Insert new stick back in memory slot at angle then gently push down until tabs click on sides.  Repeat for top stick.

8. Replace panel and then replace battery and power.

9. Turn on and test to see if working and how much memory your motherboard/laptop is allowing.

That depends on the laptop you're installing it into. If it's one of the older white macbooks, remove the battery, you'll see an l bracket on the inside with a few screws holding it down (I don't remember the exact number, should be one or two I think). Unscrew the screws and remove the L bracket. On the side you'll see the tab to remove the hard drive. On the back side you'll see two levers. Pull the levers and the ram pieces should pop right out. Replace the old pieces with these new ones. Make sure they're oriented the same way. Push them in and push the levers back. Put the L bracket back along with the screws and then put the battery back and you're all set.

Is this 1.25 inches or smaller?

I assume this refers to the height measurement.  It measures almost 3 cm or about 1.181 inches.  So yes, it is less than 1.25 inches.  Hope this helps.

This product seems pretty great overall. My only concern is if it will work with my laptop? 
It's a bit older and in desperate need of a RAM upgrade.

It should work with your system if it says it is rated for PC2 5300.  That being said though, I'm not certified with HP laptops only Dells.  I can tell you that it worked fine in my old Dell D620, the machine it was purchased for.
