Question 1

AT&T is my carrier.  My current phone is ruined; water damage.  If i bought this particular model Windows Phone, would I be able to continue with AT&T?
Please advise.

The one they sent me is an unlocked AT&T branded phone so yes it should work fine. One word of caution though, Newegg's return policy for unlocked phones is quite tedious (the RMA# has to be requested by a third party even though it is listed as sold by Newegg). My phone arrived DOA and I'm in the process of returning it. Ordered on the 8th and I'm still without a phone.

is this phone brand new?

It's not the newest model.  But I took it to Europe for three months this summer, purchased a sim card and minimum data plan from 3 mobile in the UK, and had flawless 4G service.

The phone I got was clean and appeared to be unused.  But I could not say whether it was "new."

Can I use the same sim card that I used in my now defunct Nokia E71?

Nokia E 71 uses normal SIM card
For Nokia Lumia 520 you need Micro SIM card, si the answer is no, you can not use the same card.

Could you use this like an iTouch... just on Wi-Fi and not use a phone carrier?

Of course you can. Though this is a phone in its essence. If you want something with lots of "cool" apps than this is probably not the thing for you. Nokia music app is really good and Cortana personal assistant is good as well though you will not use it to the full potential. I would recommend buying a used iTouch from a pawn shop which can be had for around the price that you would pay for this phone.

Yes, mine updated automatically to Windows 8.1. Cortana even works, well sometimes. (hit search button, ask question verbally, get an answer.)  e.g.,What is the weather in London? All in all, I like the Windows phone the best, even thought there are less apps available.

it is totally unlocked, and so should work anywhere where you can purchase a local SIM card, in any country. I found it to be a little flaky on internet connections in foreign countries but workable.. had no trouble with phone connections

Yes. These are quad band and can be used anywhere as long as its unlocked.

Yes it does.  It requires a micro sim card.  The ordinary sim card will not fit.  I went to ATT and they gave me one for free, I had to call customer service to activate the sim card with my account.

It says in the specifications that this phone works with T-Mobile 2G. Will it also work with T-Mobile 4G?

I looked at the Nokia specs for this phone. they say nothing about 4G, although AT&T claimed 4G capability. Sim cards are cheap, you might want to buy the bare sim card and see if it will update the OS. I tried with WiFi, no go. Speculation, but, it should work with anything not specifically blocked by the carrier. I use it only on WiFi, but did notice that unless you add some memory to it, any video downloads will be somewhat slow and jerky.
