A USB optical drive, yes. An old-school front mount, not really.

does it come with the liquid cooler shown in the picture?

The cooler in the photo is just for show to demonstrate that you have that option as there is a full length mesh along the top as well as the front. Coolers like it can be installed in either, both positions. The case does come with one fan on the front and one on the rear. There is room to install more should you want to. The case is a couple inches wider than my last one and has plenty of room for even the heftiest of fan/heat sink units for the CPU.
