How does the code work? Can I give it to somebody else as a gift?

Redeeming the code requires you to download AMD's Product Verification Tool.  The tool scans your system to see if you have a qualifying piece of hardware installed before it will let you redeem a copy of the game on Ubisoft's launcher.

If you give the code to someone else and they don't already have a CPU or GPU that is eligible for the game, the Product Verification Tool will not let them redeem it.  So no, you can't give it to somebody else (unless they have a CPU or GPU that would have already included the code).
