Does it support SFX-L PSU?

TL;DR: yes, it should, but I haven't tried it.]

The compartment for the  PSU is wide open, so it will fit. SFX-L is just a little longer than SFX, so to accommodate the 120mm fan. The only thing that would stop you from using SFX-L is are the vents for the fan. I just checked tho, and the vents (and the filter) are WAY bigger than the SFX PSU. So: this case should be able to fit an SFX-L just fine.

Question 2

I see two main compartments, the one where the motherboard fits and the opposite side. Apx. what length is that side. Reasoning behind it is because i imagine the PSU has to go somewhere and i see a fitting for one.?

The rear compartment of the case is just under 3 inches deep, enough to accommodate a SFX PSU.  Standard PSUs will not work.

Question 3

Does this come with the riser cable?  I can't find it anywhere.

It does not, I contacted Lian Li about where to purchase one and they sell them directly. for $75 with included shipping. Attachment is called PC-010-1

Can this case be oriented horizontally?

It is not be used horizontally. I had asked myself the same question. Air is being drawn drom the bottom of case, so using horizontally would expose the dust grill . Also you would have to move the case quite a bit to acces cables and drives. Also this case requires a SFX power supply which may require cable extensions. Mainly for the 24 pin connection to the motherboard.
