Would this case take a standard (but small 450w) PSU?

Sure. I had a 750 watt (modular) power supply in it before I moved to a different case.  Smaller would have been better.  Two things about the case:  Optical drives stick out over the memory slots, so you're requred to have reduced-height memory; and you have to put things in in a certain order.  To wit:  motherboard, cpu and fan.  Optical drive and whatever you put in the 3.5" opening.  Hard drives.  Finally, the power supply.  Be prepared to need double-jointed fingers to hook the power to everything.

It's a good case if you have very strict height and width limitations.  If your width limit is relaxed, then a better choice is what I went to:  the Lian Li PC-V354B.  Things fit a lot better, but there's no external 3.5" bay, so no built-in card reader.

If your motherboard is an mATX size, it will fit in the case. I am not familiar with the CPU cooler size. A lot of liquid coolers are odd shaped and are meant for full size cases and motherboards... especially if this has a 120mm fan sized radiator.

You mentioned the video card twice, but not the motherboard.

The case size dimentions are listed so you can get an approximate idea if the case volume size.

I used my case with a lower power processor with a standard CPU cooler, and I had plenty of room to mount everything. I do not normally use a video card, since I do not usually play games. I just use the video logic on the motherboard or CPU.

Question 3

I need a case to fit in space a height of 13.5 inches, this case is 13.86 inches, if I remove the feet will it fit in a 13 1/2 inch height opening?

No removable feet (other than maybe some sticky pads you could pull off).  I just measured to confirm, and it does appear to be 13 7/8 inches high without any real room for adjustment.

Can u install 120mms fan in rear of case?

No. The rear will take an 80 or 92mm only. 120 won't fit.

Will this fit the PowerColor HD7870?

The sort answer is "yes.".
They long answer is "why?".
Why would you buy such a low end case to house a mid level card like the HD7870? You won't have very efficient cooling between both that card and the processor competing. I'd recommend NZXT Vulcan case of you have your heart set on a micro-atx rig.

It should, my ASUS micro ATX motherboard fit without problems. If your looking for a smaller
size case that still offers room for a optical drive this works. Mine works as a HDTV PC. Had to
replace the front fan after a years use.

Cases don't connect to monitors, either you motherboard or video card will connect to the monitor. Assuming you install a motherboard or video card with a VGA out, then yes, it will work just fine.

I will be using this case with a standard micro-ATX MB, a large two-slot video card and heatsink RAM, will a Cooler Master 212 EVO fit in this case?

It should, but just barely. I have never used the 212 evo in this case, but I have done about 20 other builds with the 212 evo. I would recommend the XION XON-560 for you instead. Only slightly more expensive, if at all depending on the deal. But it has front and rear 120mm fans, a front USB 3.0, better side venting, and a top vent. It's similarly sized, and has a bottom mounted PSU. Having used both cases, I find the Xion a better value if you are putting in higher end components.

will this fit the evga gtx 650 ti?

The card is pretty short so I'd say it would fit.  I would not be confident in a 760 or something fitting in that case, though.  Bit of a squeeze.

Also, be sure you have room for your cpu cooler and ram along with the graphics card.  Make sure not to choose a cpu cooler with a monstrous footprint.
