Can you put a cooler master hyper 212 inside it?

According to manufacturer specifications the case is 202mm wide and the hyper 212 is 159mm tall. I would guess it'd be a real tight squeeze when taking into account what the inner case frame, stanchions, motherboard socket and cpu take away from that. Minus the hyper 212's 159mm's it would leave you 43mm (1.64in) left so I'd guesstimate all the rest would take up an inch maybe a little more so real tight squeeze but it'll probably fit but just barely.

How do you put the top fans in? Does the top piece come off?

Yes it does, I struggle with the same problem for a little while LOL. If you look on the inside of the case towards the back near the I/O shield there is a tiny Phillips head screw on both sides of the back of the case, remove those screws and slide lid forward towards the front and lift up. also, don't make the same mistake I did make sure you mount the fans on the top of the case not on the inside. So that they are pulling air through the lid, this is one of the most difficult cases to build in without an instruction manual even for someone who builds cases all the time I had issues with feeding my eight pin CPU cable and things like that through the very tiny holes that this case provides for cable management.

When i look in specifications it says there is no side panel but on the picture their is so is there one?

does it support a water radiator?

Yes. A 120mm in the front in push/pull. Although you might have to factor in video card length depending on the thickness of the radiator.  A thin 240mm radiator can fit in the top if you mount the fans outside of the case and under the top cover.
