Does it come with PSU screws?

Honestly I don't recall, I bought this a while ago and there was a bag a screws for mounting the motherboard but not sure about PSU screws. But I will say I love the case,  looks nice really, it's light and you can't beat the price! Had no problems getting everything in it and great cable management.

does this case come with standoffs?

Yes it does.  Unlike some other cases, it does not come with very good instructions and doesn't really tell you which parts are which, but it's pretty easy to figure out which are the standoffs.

It says there is a top dust filter but are there front and bottom dust filters?

yes not super thick but similar holey mesh like the top.

Can you place fans in the top area?

Not sure about the fan model.  It was a 120mm fan though.  Worked fine although I changed mine out for RGB fans later.

Do the two strips on the sides of the front allow for light to show through?

how tall is the psu shroud gap, i have a custom psu that is taller than atx?

Don't use this case, there is almost no extra clearance, I used a standard PSU and had a bit of a time getting it to fit.
