Does it have 2.5" and/or 3.5" drive bays?

Yes it does.  The 3.5" drive bay(s) are hidden underneath along with the power supply. For 2.5", you can use a 3.5" to 2.5" adapter and use the 3.5" bay(s) -OR- there are 2 available spaces to "hang" or mount them to the right of motherboard near the middle and bottom.

Does nothing. It may have been put there for a "possible" advanced version to control brightness or RGB or something.

How do you take out the fans in the front to replace them?

Removing the front panel is actually fairly easy, it clips into place and you can remove it by pulling on an opening on the underside of the front panel. It takes a bit of force, and it might feel like you're stressing the plastic, but you'll feel it give. Don't pull it too hard though, because the front panel connections aren't attached very well.

Does anyone know how to turn off the LED?. There is an LED button but does not do anything.

The LED button doesn't appear to work, it seems like they intendid to include a fan controller with the case, but either left it out or forgot it, because the button itself isn't connected to anything at all.

can a 280 radiator fit in the top of this case?

I would say maybe.  My mb is an ATX and it goes all the way to the top of the case. If you have large heat sinks on your mb then you may not be able to fit the rad.
