is this what I need for an old tv that has a coaxial cable end so I can watch my local channels and maybe a couple more?

Hi.  This product samples analog audio at 48,000 times per second, converting it to a digital audio signal.  I use it to record tapes and records into my computer.  The "coaxial cable" mentioned is only audio and does not refer to coaxial video.  Sadly, it does not handle any video signal.  It is for audio sampling only.  It does a good job at that.  Good luck finding what you need.  You might do a search for a box that converts digital video to analog video (i.e your older style tv.  I think they even have TV antennae that have that feature built in, so you might want to do an digital antenna search.   :)

Can this box ACTUALLY take in Analog at 96,000 times per second?  I called Bytecc and they confirmed yes... but I want to make sure from those that have purchased it.

I'm certain you'll need to take their word on this.
Most buyers (if not all buyers) will not have the very expensive and sophisticated equipment to skip and substitute bits small enough to precisely measure 1/960000th of a second, and then in turn on the other end measure whether those injected bits were preserved in the digital realm.
If you are interested in "does the end product produce smooth sound" - the answer is yes.
And that is surely all you'll get - a very human, very imprecise, very much nowhere near the capacity to judge "96000 hz" human opinion.
