I use nVidia cards because they do the best in Folding at Home, otherwise any quality recent generation card should work. However, I had a Comet Lake system with RTX2080 Ti. After less than 1 year, the whole system failed. the GPU would not work in a different system, tried different working GPU in this system and that GPU never worked again in original system. As far as I can tell, GPU, motherboard, CPU and power supply were all dead.

Can I drop in a 13th gen CPU to start or do I need a 12th gen to upgrade the BIOS?

I dropped in the 13th gen then updated the bios.

what storage drive does this use?

BYOD (IMHO, SSD is the way to go), I got a Gigastone 1TB from Newegg for $225. 4TB 7200 rpm drives are ~ $125.

Will a Noctua NH-D15 dual-tower CPU cooler work with this board?

All ASUS Z690 Motherboards are designed with dual mounting holes compatible with both Intel LGA1700 and LGA1200 cooling brackets.

What Power Supply are you guys getting that's compatible with this MB? All of the ones I'm seeing on new egg show an 18 pin and 10 pin connectors. This MB shows a 24 pin and 4+8 pin connectors.

This motherboard requires a 24-pin main power connector, an 8-pin +12V power connector, and a 4-pin +12V power connector. You'll need to find a power supply that has these specific connectors to be compatible with the ASUS Prime Z690-P D4 motherboard.
