Will this motherboard run Windows 7?

Yes, it will run Windows 7. However, you may not be able to activate Windows if Microsoft has disabled the activation servers. Also, the chipset drivers are only for Windows 10/11, so certain functions on the board are likely to not work correctly. Will it work? Yes, kind of. Would I recommend it? No. If you're set on running Windows 7 for some reason, I would look for hardware that existed at the time Windows 7 was current so that you can get the proper drivers and such.

does this motherboard support dual monitors?

The board has 3 built-in video outputs, one HDMI, one DisplayPort, and one D-Sub also known as VGA. It can drive 3 monitors. Note that in order to use the built-in video outputs, one needs to be using a CPU that has on-chip graphics. Intel designates CPUs that do not have on-chip graphics with the letter "F" at the end of the model number. For example, if one is using the Core i3-12100F CPU, which does not have on-chip graphics, the motherboards built-in video outputs would not work and a graphics card would need to be installed in the PCIe x16 slot.
