Is the Bios updated if I purchase to recognize an i3 chip,and ddr3-1600 ram?
The First (and only) reviewer says it wont work because of Bios issues...and manufacturer says they are checking the stock sent to newegg.
So if I buy and it doesn't work who pays to ship it back?

Does this motherboard support memory speeds of 1600 Mhz for Sandy Bridge (Intel second generation) processors (such as the i5-2400) which natively only support 1333Mhz?

If you go check the specs tab it states plainly that it does support 1600 but only with Ivy Bridge (3rd Gen). All speeds 1066, 1333 & 1600 are supported on Ivy Bridge but only 1066 & 1300 on Sandy Bridge.

I have a SATA III SSD. Does this motherboard support SATA II or SATA III speeds? I ask because the motherboard also has a H61 chipset; I am unclear whether this chipset supports SATA III.

If you go check the specs tab it clearly says it supports SATA 3GB/s. Also confirmed on the manufacturer product page. I have this in an HTPC build with an AData Premier SATAIII 6GB/s SSD. Cant tell a difference between 3 & 6. From restart via XBMC command, round trip was 24 seconds to restart/shutdown and post/reboot back into Windows and load XBMC.

Motherboard does not support 1600, it may work but will throttle back to run like 1333 in most cases. Most manufacturer help desk techs will not suggest running non-supported hardware.
I run 1333 with and i5-3330. 
Processor must support video unless you have additional GPU.
i3 should be supported but make sure to be aware of the graphics processing needs.
If you  do purchase, you will be responsible for all open package returns unless they are faulty. If this is a concern; look to purchase a board that is known to support your hardware needs.
Best not to gamble.
